Eugene Steuerle has published Real Charitable Choice. Here is the abstract:

With Congress again considering reform of charitable organizations, Gene Steuerle highlights the types of tradeoffs involved in deciding what to legislate. He suggests that Congress should strongly consider combining its previous effort at enhancing charitable incentives with its current effort at removing potential abuses within the organizations themselves.
