Kirk J. Stark (UCLA) has published an op-ed in Newsday: How Much Is Fair for the State to Take? It’s Not Just Who You Tax, but How You Tax That Counts:
Given our country’s long tradition of tax revolts, it comes as no surprise when Americans turn mutinous against taxes. The latest rallying cry comes from Port Washington, where business owners recently shredded their tax bills on the steps of a local high school to protest what they view as an unfair shifting of school property taxes to local businesses. Ironically, that shift came about as a result of state law changes designed to address concerns about rising property taxes – for homeowners….
[O]rdinary citizens must squarely confront questions that have vexed political philosophers for centuries. How should we allocate responsibility for the cost of government? What does it mean for a tax burden to be "fair"? What principle of justice demands a larger contribution from some than from others? Should those who own more pay more? Should those who earn more pay more?
