Brian L. O’Shaughnessy (McKoon, Williams & Gold, Chattanooga, TN) has published The Growing Need for an Alternative to the AMT, 16 Kan. J.L. & Pub. Pol’y 67 (2006). Here is part of the Conclusion:
Considerable academic time and effort has been devoted to providing analyses of and suggestions for AMT reform. Now Congress must respond by acting quickly before AMT revenues increase and options for reform become too expensive to enact. Congress now must devote considerable time and discussion to the selection of the best solution, considering issues of tax policy such as equity, stability, and economic and administrative efficiency. To minimize the cost of reform, Congress will need to find an option that balances these issues with the need to preserve a broad tax base. Further, Congress must accomplish all of this while restrained by political pressure from taxpayers hoping their favorite deduction will be picked among those to be preserved.
