This paper addresses the social and economic problems caused by failure of obligor parents (mostly fathers) to pay their child support payments. In addition to impoverishing the child, failure to pay child support also scars the child psychologically because it becomes clear that Daddy does not care. Research has shown that there is a clear correlation between a father making his child support payments and increased visitations. There are barriers that prevent fathers from making their payments. One such barrier is inability to pay. This article proposes allowing a deduction for child support payments because such a deduction will, over time, create an environment where child support payments are routinely made. The article also calls for retention of the coercive tools that have been used by the Government over the past few decades to enforce child support payments and concludes that this carrot and stick approach will be more successful than the approaches that we have been using.
