Here are the panels at today's concluding day of the 2009 Tax Court Judicial Conference in Galloway, New Jersey:
- E-Discovery and Other Discovery Issues: In April 2006 the Federal Rules of Civil Procedure were amended to address "Electronically Stored Information" (ESI). This panel will address such questions as (1) In what Tax Court cases is ESI significant? (2) To what extent would the principles of the 2006 amendments to the Federal Rules apply to Tax Court litigation? (3) What ESI issues should Judges expect to confront? (4) What can the parties do to promote order and efficiency in discovery involving ESI? (5) What other important discovery issues recur today in Tax Court litigation?

- Judicial Deference — Approaches by the Courts to IRS Guidance: The panel will discuss the standard for deference for regulations promulgated under the general authority of section 7805(a).
- Program Chair: Tax Court Judge Richard T. Morrison
- And Justice for All — When Will the Pledge be Fulfilled?: Our adversary system is built around the concept that each side will properly identify issues, research controlling legal principles, and present relevant evidence to support a position. These are difficult tasks for a pro se petitioner. The panel will explore the problems affecting pro se petitioners. The panel will describe existing programs that provide assistance and explore opportunities for program participants to get involved.
