L.A. Time op-ed, Sensible Taxation: Six Nonpartisan Principles That Should Guide Federal Tax Reform Efforts, by Leslie B. Samuels (Cleary Gottlieb, New York):
A reformed tax system should be simple, fair and predictable. It should promote economic growth. Would-be reformers should consider these guiding principles:
- "Taxes are what we pay for a civilized society."
- Reforms cannot be considered in a vacuum.
- The tax base should be broadened.
- Reforms must consider where the tax burden should fall.
- All kinds of taxes should be considered.
- A reformed tax system should be stable over the next 10 to 20 years.
