Getting to Tax Reform:
This paper discusses how one might get to tax reform in the US and sketches out the main lines of a tax reform plan. A supplemental expenditure tax is emphasized as a building block of this reform package. The author views this as a tentative effort and welcomes input and collaboration by others.
