The Nelson A. Rockefeller Institute of Government reports that state individual income tax revenues fell 26.0% in January – April 2009, compared with the same period in 2008.  The 10 states with the biggest declines are:

1. Arizona: -54.9%
2. South Carolina:  -38.6%
3. Michigan:  -34.4%
4. California:  -33.8%
5. Vermont:  -33.1%
6. New York:  -31.8%
7. Rhode Island:  -30.4%
8. New Jersey:  -30.1%
9. Massachusetts:  -28.5%
10. Idaho:  -28.3%

Only three states reported an increase in income tax revenues:

1. North Dakota:  +15.5%
2. Alabama:  +11.1%
3. Utah:  +4.4%
