The Transactional Records Access Clearinghouse (TRAC) of Syracuse University yesterday issued a new report, based on 6.8 million Justice Department records over the past twenty years, showing that criminal referrals from several federal agencies — including the IRS — have declined substantially:
The IRS also has seen a similar decline in its criminal referrals over the past decade. In 1987, its share was 2.9%. Ten years later, in 1997, IRS referrals had increased to 3.2%. But 2007 criminal referrals by the tax agency declined to only 1.7% of all such actions.
